Sorry about that, I posted the wrong reply first.
The charging issue is a strange one, the regulator is pretty much the gate keeper of the voltage. I would make sure that the wiring is correct to Honda's schematic, but also a bad battery can cause the voltage to be unusually high. If you have experienced the high voltage on a known good battery with a known good regulator, then the only components left are the stator and the wiring. I don't have the specifics on that particular stator, but generally it seems that AC output of a stator for a 12 volt system is around 20 volts give or take. The regulator should convert the AC voltage to DC voltage and regulate the output. You might just double check your meter to see that you are not getting erroneous readings.
