This isn't a big problem but I am wondering how to combat the issue of flutter in the cool down cycle so the line is relatively straight throughout the blue shade. Any help would be appreciated.

The flutter is fairly typical, especially in larger pipe sizes. The pump is dead heading for an extended period of time and it causes a little pressure fluctuation. Worn components can contribute to excessive fluctuation.

At what pressure fluctuation would you consider this to become “excessive”?

Most consider it excessive when the pressure will not remain in the 60-90 IFP range. This is seldom the case.
