what steps need to be taken to convert a 240v heater to a 120v heater, since the heater element is of higher resitance on the 240v heater. do you have to replace the heater element as well ? this question is for a 28 heater

That is correct. the element is different, as well as the cord. Don't forget to swap the jumpers on the heater control board inside the handle.
