Any ideas on why one side of the heater will have a variance in temperature at say 12 O'clock on one side to 12 O'clock on the other side? Is there a given tolerance that is allowed? Heater is heating up to temp but holding at 410 on one side and 420 on the other if checked with a pyrometer in the same spot. Plates are tight against heater body and the body is not damaged. electrical components are within their given values.

There will always be some variance. There are quite a few variables that stack together to contribute to this. IR pyrometers can show an even greater variance than exists because of heater surface variation.
That said, 10 degrees seems pretty good. ASTM F2620 fusion standard requires the heater to be 400-450 degrees. Your heater sounds well within that range.
